BEHAVE 2025 is the 8th edition of the biannual European Energy Network event focusing on the application of behavioural insights in energy efficiency and climate mitigation. This year's edition is organised by ADEME, French Agency for Ecological Transition, on 11-12 December 2025 in Paris, France.

BEHAVE is the flagship event of the European Energy Network. In 2025, we will welcome you to attend the 8th edition of the biannual event focusing on the application of behavioural insights in energy efficiency and climate mitigation.
As an important conference for national energy agencies in Europe, BEHAVE provides a unique forum for policymakers, academia, industry and practitioners to share ideas and experiences in promoting effective solutions for reducing CO₂ emissions and mitigating climate change.
The main theme of BEHAVE 2025 is “From energy efficiency to sufficiency: the need for a change in lifestyles to ensure a just transition to carbon neutrality”.
This conference edition will broaden its scope from energy efficiency to sufficiency under all its forms within different sectors – energy, housing, transport, food, digital - highlighting the importance of going beyond behaviour change – to lifestyles change, if we want to ensure a just transition to carbon neutrality.

During this 2-day in-person event, held in English, two different worlds – the world of science on the one hand, and the one of policymakers/practitioners and industry on the other, will come together to continue a dialogue and learn from each other.
We anticipate attendees from:
- a broad range of energy and behaviour- related scientific disciplines;
- companies large and small;
- policy-making sectors;
- non-governmental organisations;
- various professional backgrounds.
The conference is open to all those operating in Europe and beyond with an interest in behaviour/lifestyle change in the energy transition.
